The most precise method is to measure an existing ring that fits the person well on the finger where they want to wear the new one. Place the ring on a flat surface, measure the inner diameter in millimeters, and compare it with a size chart.
If there is no reference ring, the finger itself can be measured: wrap a strip of paper around it, mark where it closes, and measure the length. That measurement corresponds to the circumference of the finger.
